Assimilation Project and the Rebellion

Roughly twenty-five years ago the Assimilation Project began. Proposed by one Dragomir Chevalier it was his idea to once again head to Evter Island and attempt to gain the riches that the native inhabitants knew nothing about. While the Government is run by elected Officials, the King (who's bloodline had once ruled across Cyal all those decades ago) is nothing more than an over glorified figurehead - though he still retains some power to agree or disagree with suggestions, laws, and implementations.
To Assimilate the Tribes, and slowly remove any resistance of the native people in order to gain access to the mega stones, z-stones, evolution stones, the gold, the gems, and just generally rich natural resources (after all, Evter was a world lost in time; it had enough thing hidden behind its fog that most countries would go to war over... and for less) it was suggested that they convince them to send their members to Cyal to learn. While in the first five or so years Dragomir had agreed to let adults and elders of all ages travel to their shores he slowly began to ween the older folk off and began insisting and convincing that only those of teenage years - and younger, as children and toddlers were more ideal for their plans - would be a good choice to send to Cyal to learn.
When they are placed into the Assimilation Project (just called the Cultural Exchange Program officially, as they refuse to acknowledge their true intentions to the general public and those they wish to assimilate though it is becoming increasingly more common knowledge to those who bother to care across Cyal) they are given to a Foster Family, and renamed with a more typical name for their new 'home.' Of course, the Foster Families are compensated for their time and effort in assisting the tribe members into the culture of Cyal - often the money is the only reason why the Foster Families even bother to sign themselves up.
It was his intention to completely wash those from the tribes of their culture. By taking children Dragomir was effectively cutting them out. Over righting their language with that of Cyal's. Re-wiring their brain to believe in Cyal's beliefs; Cyal's way of being. While he is still not overly fond of convincing the teenagers to come to Cyal (for the older they are, the more they'll remember) he won't turn down the opportunity either. Raising the young ones here however, will always be his goal until there is no one left to protect the island and it's culture.
Of course like any drastic movement made by the Government there are those who oppose it. The Rebellion as they're called, started up roughly ten years ago by a man named Thomas - once a man in the Government he couldn't stomach the more drastic changes and measures that Dragomir continued to implement. Though he started his fight alone eventually the Rebellion gained more of a following. People of Cyal who hated the idea of what they were going to be doing to those on Evter and many of the ones chosen to be part of the Assimilation Project against their wishes (or perhaps with the blessing of their families, who knew nothing about the true motives of the mainland.)
Eventually however the Government caught up to Thomas and while there are many rumors of why he up and outright vanished from his place in the Rebellion the truth may never be known. It was lead aimlessly for a few years by people barely trying to keep it held together though they lacked the power and ability to lead as well as a leader should. Eventually the former Pokemon Champion of Cyal turned her eye onto the cause; delving deep into the issues she'd only managed to hear whispers about in her far away home.
For the past four years Svetlana has been leading the Rebellion. And she's serious about stopping Dragomir and his twisted ideals.
