A H U N D R E D A N D F I F T Y Y E A R S A G O . . .
Evter Island was seemingly nothing more than a hidden paradise encased in an endless fog. Despite it's close proximity to the land of Cyal, none had dared go near it due to waters made treacherous by eddies and hidden rocks below the swirling foamy surface. It was only by accident that a ship destined for the rich trading ports of Richitev City (much smaller then, though still impressive) managed to navigate the sea around Evter when they were blow off course due to a sudden winter storm.
Upon venturing onto the island to find supplies and repair their ship, the crew quickly learned that the island - lost for all those centuries hidden in mist and unmanageable waters - was not as uninhabited as everyone had previously assumed. Evter was brimming with life; lush flora and an impressive display of fawna, for the size of the small island. Perhaps the most surprising however, was their discovery of people who lived there.
Three tribes coexisted on Evter -the Azrites who dwelled within caves, the Socllas who made their home in the trees, and the Itripals who chose to make their home by the waters. They were kind to those who were stranded, even going so far as to trade them a few supplies and offer assistance in their own ways, regardless of the language barriers between them. It didn't take long for the ship to head back out into the waters, learning the trick of how to navigate beyond them thanks to their new vantage point.
Upon reaching port once more in Richitev, it was very little time before the news and information of their mishap and exploits was spread. Soon after exploration parties were sent to the Island, eager to see what all they could learn (and take) from this new land.
The explorers brought their language to the natives, attempting to teach them the tongue of Cyal to help culturize them. Although the tribes had been around for centuries before, those who came considered them savages and less advanced than themselves. The explorers insisted that their ideals were better; that they way they lived and what they believed in was right. While the tribes were happy to learn things for a little while, there was enough resistance on their part along with the lack of funding from the mainland that eventually the whole exploration concept petered out, save for a few lone parties still interested over the years though those were few and far between.

Over a century passed before Cyal truly turned their eye back onto the island, though this time they were less interested in their culture and more intent on what the island had to offer them in monetary value. It was first brought to the King's attention by a member of his Cabinet; a very ambitious young man who had his sights set on fame and power perhaps well above his station. It took little convincing to receive the funding requested. After all, Evter was filled with gold and gems and evolutionary stones beyond wildest dreams. With it's thriving natural resources and the abundance of Pokemon species who lived there, they saw no effort to try and contain their greed.
Officially the Assimilation Project, as it became known as, was attempting to bring new life to the tribes on the Island. A better way of living for them, with the possibilities of then expanding Cyal itself onto the soil. Hints of a fancy sea-side resort, along with an all new battle arena designed to bring a thrill to Pokemon fights like never before seen in their region.
Of course, in order to do this they had to do exactly as they were called. At first, it was with little things. They once again opened up trade with those on Evter, expressing interest in teaching them their language once again and this time, offering to share their medical advancements to those whose skills were otherwise rudimentary and even somewhat archaic in comparison.
Slowly they began to take the young adults, moving downwards to teens before finally sinking their claws into the children and toddlers. Assigning them to special schools at first it wasn't long before they were simply integrated into everyday life. Each child and teen was set up with a foster family, thrust into the normal school and daily life of the Cyal lifestyle. To say that every foster family was kind to those from the tribe would be asking too much. While there were many who were, there were just as many others who simply wanted the extra money or status among their peers that cared very little about the new face in their home.
There have been whispers too, among the elite and those who run the project, that babies were ripped from their cradles and adopted by members of the government for purposes yet unknown. Most don't believe the stories, though there are enough of them to give some pause, if even for a moment.
Of course, just like any major event in a nation, there are many with differing opinions. While many on Evter dislike the actions taken by the Cyal government, most are too frightened to speak up against the more numerous and possibly stronger opponents. Then too are the promises of a better life for their children. A chance to see more of the world and meet more Pokemon then they could ever dream of. Some parents choose to ignore the warnings given to them in hopes that an ill child might live a better life with the technology and skills at the fingertips of Cyal.
In Cyal itself, there are three factions. Those who are neutral to the whole thing. They might have a slight interest here or there; listening to a story, saying a few words one day. But in the end, those of the neutral party care very little one way or another.
Those who belong to the advocates strongly support the concept. Whether this is because they are part of the government or related to someone who is; one of the elite who simply wishes to get richer; or even someone who truly believes that those of Cyal are simply better than anyone on the Island, it matters not. The advocates will stop at nothing to keep this project going.
Lastly there are many in Cyal who oppose the concept of assimilation, believing that the tribes on Evter should be left alone and free to do what they will. They fight for the freedom of the people, and some may even be the assimilated tribe members themselves
